|Colin||If I were a Brilander and had standing I'd be looking at the suit filed against Discovery Land Co. of Scottsdale, Ariz for their development on Great Guana Cay, The Abacos. If the Privy Council sided with the residents that is, I believe, the end of the case. And that seems to raise all sorts of hopeful signs, at least to me!

Here are major resort developments now being built or expanded in the Bahamas. Collectively, they represent a potential investment of more than $12 billion, amounting to one of the Bahamas' biggest building booms.
(1) Bimini Bay Resort
Developer: RAV Bahamas, a subsidiary of Miami-based Capo Group
Projected investment: $850 million
Features: 2,100 housing units, a 250-room hotel managed by the Conrad Hilton, a 20,000-square-foot casino, small convention center, and 18-hole golf course
Status: The first phase already is open, and the entire project is expected to be complete by 2008 or 2009.
(2) Ginn sur Mer
Location: West End, Grand Bahama
Developer: The Ginn Co. of Celebration
Projected investment: $4.9 billion
Features: 4,000 condominium and hotel units, 1,800 single-family home sites, two golf courses, marinas, a casino and airplane runway with customs and immigration
Status: The government is expected to give its final approval for construction to begin within the next month. Ginn will start with the marinas and golf courses, but full build-out will take 20 years.
(3) Baker's Bay Golf
and Ocean Club
Location: Great Guana Cay, The Abacos
Developer: Discovery Land Co. of Scottsdale, Ariz.
Projected investment: $500 million
Features: Tennis courts, a golf course designed by Tom Fazio, a 185-slip marina, beach cottages and mangrove bungalows
Status: Local residents have filed a lawsuit against the project on the grounds that it will harm the environment. The Privy Council in London, which hears legal appeals for the Bahamas, last month sided with the residents and ordered a halt to construction. Discovery Land Co. hopes to go ahead with the project. It's waiting for a ruling from the Supreme Court in Freeport.
(4) Chub Cay Marina
Location: Chub Cay
Developer: Chub Cay Club Associates, partly owned by Kaye Pearson, Bob Moss and Walt McCrory, all of Fort Lauderdale
Projected investment: $300 million
Features: 5,000-foot runway with customs and immigration, 210-slip marina, restaurants, dive shop and five-bedroom villas
Status: The marina opened in June with about half of the planned slips. Build-out is 18 months away.
Location: Paradise Island
Developer: Kerzner International of Paradise Island
Projected investment: $1 billion
Features: 2,317-room resort, 7-acre lagoon within a 78-acre ''waterscape,'' a large casino and 63-slip marina
Status: First two phases opened in 1994 and 1998. More additions are planned for next year, including 600 hotel rooms, 495 condo units, a dolphin interaction and education center, 30,000-square-foot Mandara spa, and a restaurant by celebrity chef Bobby Flay.
Location: Rose Island
Developer: Ritz-Carlton Hotel Co. of Chevy Chase, Md.
Projected investment: $900 million
Features: Hotel, 300-slip marina, condominiums, townhouses and estate homes
Status: Developers received government approval in 2005. Opening is set for 2009.
(7) Baha Mar
Location: Cable Beach, New Providence
Developer: Baha Mar Resorts, a joint venture between Harrah's Entertainment and Starwood Hotels & Resorts Worldwide
Projected investment: more than $1 billion
Features: 1,000-room Caesars Resort, Westin and Sheraton hotels, 95,000-square-foot casino, Jack Nicklaus golf course, eco-water park attraction and chef-branded restaurants
Status: Developers received government approval in 2005. Construction is expected to begin in 2007.
(8) French Leave
and Savannah Hill
Location: Governor's Harbour, Eleuthera
Developer: EIC Resorts of State College, Pa.
Projected investment: $120 million
Features: Park Hyatt boutique hotel, two marinas, condominiums and oceanfront lots selling for up to $3 million
Status: Developers received government approval in 2004. Construction has been delayed.
(9) Cotton Bay
Location: South Eleuthera
Developer: Eleuthera Properties Ltd.
Projected investment: more than $300 million
Features: 114 home lots, two- and three-bedroom villas, 32-slip marina, and 73-room Starwood Luxury Collection hotel.
Status: Approved by the government in 2004, the hotel will open next year.
(10) Emerald Bay Resort
Location: Great Exuma
Developer: EBR Holding Ltd. of Great Exuma
Projected investment: more than $150 million
Features: 183-room Four Seasons hotel, crescent-shaped beach, golf course designed by Greg Norman, and 150-slip marina able to handle boats up to 200 feet long
Status: Opening was 2003, with more condos and single-family homes planned.
(11) Rum Cay Resort Marina
Location: Rum Cay
Developer: Montana Holdings of Nassau
Projected investment: $700 million
Features: New airport terminal and hangar, 80-slip marina, hotel and marina village
Status: Approved by the government in 2004, the marina and marina village are scheduled to open next year. Build-out is set for 2011.
Developer: Mayaguana Development Co., a joint venture between I-Group of Hingham, Mass., and Hotel Corp. of the Bahamas, a government-owned entity.
Projected investment: $1.8 billion
Features: 7,000-foot runway, two hotels, 100 home lots, theater, marina, library, three golf courses and nature preserves
Status: The first phase, which includes the marina and a golf course, received government approval this year and is slated to open in three years.
