It's not always as easy as walking down to the fisherman's pier in the afternoon with a ten dollar bill. Don't get me wrong, that works, but it's more a question of timing than anything else... if you see some boats coming in, then run over there and get in line! The catch goes pretty fast (alot of it is taken by the restaurant chefs). If you "know" someone, it's possible to sort of "reserve" some fish. Alot of visitors take that approach.
My advice... get out there yourself and catch dem Grunts!
