Why don't the locals with money put their money where their mouth is and stop waiting for outside money and help to fix everything? We have experienced contractors and carpenters and plumbers and electricians and hotel managers and fisherman and teachers on every island that can work with locals to get it done ourselves. Andy why cannot local government ever work with experienced business people in the local community to get thngs done instead of taking control of everything so much?
