A wonderful suggestion, however, local councils have no local taxing power and their money all comes from the Central Government. They submit their budget and have to make due with what portion of that budget the Central Government in their infinite wisdom chooses to give them. The amount of money generated by the local island bears no relation to the amount sent back.
