Here's what's wrong:
1) One system unit that will not support the mouse - Warwick thinks it is a problem in the attachment card.

What kind of mouse: serial or ps2? If serial, do other serial devices work? If not, probably is a problem with the serial port.
Does the mouse work on other systems? If not, then the mouse itself is probably bad.

2) One system unit where we cannot reload Windows - Letario gets it to a given point in the process, and then he says it hangs up trying to access the CD drive, I think for the "first time". He's not sure what the problem is.

Does that cd work on other systems? if not, then probably bad CD.
Otherwise, probably bad CD or drive, or bad configuration of one of those two. Would need to get hands on and troubleshoot setup of ide devices on the bus to figure it out.

3) One display where some of the "video controls", like the "trapezoid correction", are not functioning, so you get a distorted image.

If the controls on the display are not working then you are usually SOL. Unless the monitor vendor gives you some software that allows you to access those controls via a software interface on your computer.

4) One IBM display that works fine for about 30 minutes, then starts acting up - poor picture, strange looking pointer.

Is the monitor near another electromagnetic source--a fan, speakers, etc? this will often cause such problems. Otherwise, sounds like the crt is dying. not much you can do about that, but buy another unfortunately.

I myself am not much of an IT expert, but I got a whole room of them behind me here in NY, so feel free to email me directly and I'll see if we can provide some support remotely. Also if you need anything specifically I can probably send it down with someone in the next couple of weeks.
