If the boats/water craft arrive on a visiting yacht they don't need to obtain a local licence assuming the yacht they arrive on has a Bahamas cruising permit. However they do need to comply with boating laws, such as not creating wakes around the marinas, displaying appropriate navigation lights when operating at night, etc...
Boats that are on the island permanently do have to be registered with the Port Authority. So if they are doing their job the Port Authority will already have checked to see that locally-owned jet skis and ski boats have are here legally (duty paid)and that they comply with all local regulations.
